Il y a maintenant 50 ans, la Commission royale d'enquête sur le bilinguisme et le biculturalisme publiait son rapport final. Fruit de recherches innovantes et de consultations publiques dans tout le pays, truffé de données et de concepts, celui-ci traçait la route pour l'établissement d'une politique cohérente de bilinguisme officiel, qui allait changer profondément et durablement le visage du Canada. À la volonté d'affirmer le caractère officiellement bilingue du pays s'est greffée celle, non moins persistante, de faire du français la langue commune des Québécois. Cet ouvrage jette un regard critique sur le contenu et les conséquences du rapport. Il résulte de la tenue en 2013, un peu partout au pays, d'une série de conférences explorant l'impact de ces travaux. On y retrouve donc des analyses portant sur le processus de la Commission, sur ses principaux acteurs ainsi que sur le contenu particulier de certains volumes du rapport. Le livre se présente en trois parties : en premier lieu, les progrès accomplis depuis la parution du rapport et les défis à surmonter tels qu'ils sont appréhendés par les contributeurs, ce qui ne cesse pas de provoquer des débats; dans une deuxième partie, des analyses et des études portant sur des problématiques abordées par la Commission, pour vérifier le chemin parcouru depuis; et enfin, des témoignages, dont une conversation fascinante entre le premier commissaire aux langues officielles, M. Keith Spicer, et le commissaire en poste au moment de la parution de l'ouvrage, M. Graham Fraser. À la fois politique, érudit et mémoriel, ce livre saura captiver toute personne qui s'intéresse aux débats linguistiques au Canada et dans le monde. Il apporte une contribution originale et précieuse à l'étude d'un moment fondateur de l'évolution du Canada.

There have been few studies of Canadian minority governments despite the fact that between 1957 and 2008, 9 of the 18 general federal elections produced minority governments. How such governments manage to remain in power (viability) and gain support for their legislative proposals (effectiveness) has not been investigated thoroughly. Three theoretical perspectives (the rational choice tradition, new institutionalism, and the party politics and party systems approach) are used to examine the dynamics at play. Data for four minority governments (Diefenbaker 1957-58, Pearson 1963-65, Clark 1979-80, and Harper 2006-08) have been gathered from archival records, debates and votes in the House of Commons, autobiographies, third party accounts and earlier studies on minority governments. Viability and effectiveness would appear to depend on (1) bargaining power (interparty dynamics and intra-party cohesion) and (2) agenda control (House business, confidence tests and other institutional features). The study also stresses the importance of government concessions, and the capacity and skill of parliamentary actors in using the institutional and party system levers.

This book looks into the forces at work that have undermined critical thinking and sound intellectual inquiry in the world of public affairs in Canada, have fostered reductive perspectives and destructive blockages to collaborative governance to emerge, and have succeeded in blinding observers to the real sources of the present Canadian malaise, blocking the road to imaginative repairs. Part I deals frontally with the twilight of critical thinking that has led to a dramatic weakening of the critical examination of issues, and the process of inquiry that has been significantly weakened by ever narrower perspectives. Part II focuses on two mental prisons: the obsessive and reductive insistence on a quantophrenic twist (only that which can be quantified counts); and the failure by crucial partners to live up to the requirements of their burden of office in circumstances when disloyalty considerably enfeebles the possibility of effective collaborative governance and the chance for organizations to succeed. Part III suggests that it is not impossible to get rid of the blinders preventing the adoption of more synoptic approaches, and the exploration of more imaginative designs to repair our organizations and institutions. Ways to deal with the challenges facing the Canadian socio-economy are hinted at, and the work of a successful social architect showcased. The conclusion makes the case for an approach that is both synoptic and guided by reasonableness - against the dogmas of disciplines and skimpy rationality.

Two important concepts emerged from the proceedings: municipal bilingualism as an asset that deserves to be promoted, rather than merely a question of regulation; and bilingualism as a symbol of openness and inclusion that cities can use to advantage to distinguish themselves from their competitors.

This book explores the thinking of Canadian federal public service senior executives through conversations. The transformation of the environment and of the institutional order has created quite a challenge: maintaining some sort of adequacy between these evolving realities and the frames of reference in use by public sector executives. Complexity is often nothing more than a name for a new order calling for a new frame of reference, and the reluctance to abandon old conceptual frameworks is often responsible for fundamental learning disabilities. Through a series of conversations with Canadian federal senior executives about more and more daunting problems - from coping with an evolving context, to engaging intelligently with a new modus operandi, to trying to nudge and tweak programs in order to correct toxic pathologies, to reframing perceptions and redesigning organizations to meet the new challenges-weaknesses of the capabilities of the Canadian federal executives to respond to current challenges were revealed, and suggestions made about ways to kick start a process of refurbishment of these capabilities.

Cet ouvrage est le troisième volet d'une trilogie sur le Canada français. Dans un premier volet, j'ai jeté un coup d'oeil rétrospectif sur la période avant la Révolution tranquille; dans le second, j'ai décrit le monde qui a émergé autour de la Révolution tranquille. Ce troisième volet invite le lecteur à se mobiliser pour aider à construire une diaspora canadienne-française antifragile. Délibérément indéterministe, cet ouvrage invite à mettre en place un système d'enquête pour développer des formes de gouverne inédites mieux ajustées à la réalité diasporique et évolutionnaire du Canada français, et davantage focalisées sur la poursuite d'objectifs de vitalité communautaire plutôt que sur un repli vers l'autoconservation linguistique. La première partie de l'ouvrage passe en revue l'outillage mental nécessaire pour construire la sorte de gouvernance baroque dont le Canada français, comme bien des entités post-modernes, a besoin : une gouvernance eunomique - c'est-à-dire qui convient - et antifragile - c'est-à-dire qui accroît sa robustesse à proportion qu'elle est soumise à des pressions accrues. La seconde partie de l'ouvrage fait un peu de rétroprospective - comme dirait Jacques Lesourne. Elle cherche à comprendre comment les divers acteurs et porteurs de projets au Canada français ont interagi dans le passé récent au plan socio-économique, impolitique et civique, comment ils ont engendré des pathologies de gouvernance, et comment ils nous ont révélé un peu de leur âme au fil des circonstances - tout cela pour aider à circonscrire les scénarios plausibles. La troisième partie met en garde contre certaines forces obscures qui promettent de ralentir le processus d'apprentissage collectif sur lequel le système d'enquête que je propose doit aboutir : parlementeries, technocratie, idole de l'adjudication, désinformation et corruption - autant de forces que le citoyen en tant que producteur de gouvernance va devoir neutraliser autant que possible. La conclusion propose une feuille de route vers une diaspora canadienne-française qui voudrait continuer à progresser, à se transformer de manière créatrice et fructueuse, tout en préservant une identité migrante.

Cet ouvrage est le dernier volet d'une tétralogie sur le Canada français qui, dans un premier temps, a jeté un coup d'oeil sur l'après-seconde guerre mondiale, puis, dans un second temps, sur la période autour de la « Révolution tranquille ». Le troisième tome a fait un relevé de divers aspects du Canada français dont on devra tenir compte si on veut développer un avenir pour la diaspora canadienne-française. Voilà qui préparait à aborder de front, dans le tome IV, le défi de réinventer le Canada français en tant que diaspora canadienne française antifragile. Au cinquantième anniversaire de la rupture de 1967 qui avait marqué une césure entre le Québec et le reste du Canada français dans la grande unité du Canada français, l'objectif de ce travail est clair : débroussailler et bien faire comprendre sur quelles réalités on pourrait réinventer le Canada français à partir de Nouveaux États Généraux. La première portion de l'ouvrage fait l'inventaire des grands paramètres (y compris le bijuridisme) avec lesquels il faudra composer dans cette aventure. La première partie de l'ouvrage passe en revue le terrain des opérations en portant une attention particulière aux mythes et fausses représentations qui ont toujours cours, ainsi qu'aux difficultés d'apprentissage aigües qui sont susceptibles de créer des blocages aux projets de renaissance du Canada français qu'on pourrait envisager. La seconde partie propose d'autres éléments incontournables dans tout projet de ré-imagination d'un Canada français modernisé parce qu'il devra passer par des paris sur la gouvernance culturelle et la polyphonie. En conclusion on propose un plan d'attaque qui pourrait bien réussir à moderniser la diaspora canadienne-française, et même à relustrer le vocable 'Canada français' et à lui redonner ses extraordinaires lettres de noblesse, si seulement on voulait s'en donner un peu la peine.
